Outlook moved to new PC

I purchased a new PC with Vista. transfered my settings via cable and
transfer tool, installed office on the new PC. moved the Outlook pst and pab
files over to the new PC and started Outlook.

Outlook seemed to be looking for the files in the directory path that was on
the old PC which I guess was the default for XP and different on Vista. So I
created the XP path on the Vista PC. This time Outlook came up, found the
e-mail folders, and seemed to work fine, but I restarted after an update and
now Outlook fails to come up stating that it cannot open the default e-mail
folders; access is denied.

I tried running the Outlook repair utility, but again "access denied". I
am logged with administrator rights. Where do I go from here?

The version is Outlook 2007.

The pst file is in C:\windows\Local Settings\Application
Data\Microsoft\Outlook\

Outlook seemed to be looking for it there (probably a setting moved over
from my old XP PC) so I created the path; I just figured I could move it
later. Once I created that Path I was able to open Outlook and all my
folders were there, but then after a restart it started coming back with the
"access denied" message and wouldn't open any more.

Well outlook hasnt used a pab since I dont know when.
The default Vista path is
C:\Users\%username%\AppData\Local\Microsoft\Outlook\

But you dont *have to use* the default path, its probably a Vista
permissions issue causing your problem, move your pst to a folder (eg
Outlook) within Documents (with outlook closed)
Then open outlook, if it complains, browse to the new location.
If outlook doesnt open, Control Panel (Classic View) Mail Applet, Create a
new Profile, add your accounts and this data file, and test accounts

That's a Windows 98 path.
