Outlook must be running

Whenever I try to send an email by right-clicking on a file | SEND TO | MAIL
RECIPIENT I get an error message when Outlook 2000 is not running...why
won't this spawn the program automatically anymore?

Please advise?

So do I assume that it never will respond by spawning Outlook or is there a
work-around way to make it spawn ?
