Outlook Name Order (last name first)

I have Outlook97 (ver.8.02.4212) as part of Office97.

When I create a new e-mail message and us the TO button -
choose the appropriate Addressbook - the names are
displayed FIRST NAME FIRST - even though the Addressbook
has them filed with LAST NAME FIRST.

I can't find where to change the order. (On other macjines
in the office - older and newer - I have found the option
in TOOLS - but not on this machine.

HELP - PLEASE

I don't understand. Outlook 97 is no different than other versions:
Tools menu > Services > Highlight the Outlook Address Book service > Click
Properties > Set sort order
