Is this Outlook 2003? If so, it's a known issue. Follow these steps:

1) Go to Control Panel | Internet Options | Programs tab and make sure
Outlook Express is chosen in the Newsgroups box.

2) Add the News command back to your Go menu.

3) If Outlook Express asks you the next time you start it if you want to
make it the default news reader, first check the box for "Do not ask me
again" and then click the No button.

After following these steps, your News command should "stick" on the Go
menu.

Jocelyn,

That's the problem - once it disappears you *can't* add it back - because
it's missing from the 'Go' section of the Customise Toolbars dialogue - it's
gone, vanished, away with the computer pixies.

I'm having a similar problem (but I've chosen to ignore it) but in my case
the 'news' command wasn't launching OE, but opening the <root>:\Program
Files\Microsoft Office\OFFICE11\1033 folder. I dragged it off the menu,
thinking it was corrupt, but when I attempted to re-add it, it was gone.

Am I making any sense? ;o)

Tthe News command *should* reappear in the Customize dialog when Outlook
Express is selected as the default news program in Control Panel | Internet
Options | Programs. What's weird is that if Outlook Express asks you if you
want to make it the default newsreader, and you say yes, the News command
disappears from Outlook (and that's what we've determined is usually the
problem). Following the steps I listed has worked for many people, so it
can't be completely off :) The Outlook MVPs researched this one for a
while and that's what we came up with.
