Outlook not available for installation

I was having trouble using ActiveSync with my Pocket PC and decided to
reinstall Outlook 2002 and ActiveSync on a Windows ME system. Both
ActiveSync and Outlook were provided with the Pocket PC. When I attempt to
reinstall Outlook, after entering the product key I select "install now" for
the default installation, but Outlook is listed as "not available" on the
list of components to install. If I continue the installation anyway, it
looks like only some components of Outlook are installed, even though I get
an "installation completed successfully" message. I haven't tried
reinstalling Office or Windows (yet).

Before the recent problems, both Outlook and ActiveSync were working fine.
