Outlook not opening

Outlook will not open on my machine. I get this message

Microsoft Outlook could not be started. The operation could not be
completed due to insufficient memory. Close one or more applications
to make more memory available.

There are NO other applications open and the computer has .5 GB
memory. I have upped the memory for Outlook and all updates have been
performed on the computer. I am running a 450 Mhz G4 with 9.2.2.

Please give me some advice on what to do. I have reinstalled
everything and replaced all resources for Outlook with no success.
