Outlook not performing Automatic Send/Receive at Start up

I have installed Outlook 2003. It does not automatically
perform a send/receive when launched. It will do a
send/receive manually or scheduled. I found KB article
312336 and followed those instructions but no luck. Any
ideas?

Uh,we know that is what we are supposed to do, but it doesn't. I hav
Outlook set to send/receive every minute but it won't work. I have t
manually send/receive. Need more indepth help!!!
