Outlook not prompting to edit response for a meeting request?

Hi,

After I choose, accept/decline/tentative, to a meeting request, Outlook 2003
is not prompting with the dialog box that enables to edit the response, send
immediately or do not send a response.

Is there an option somewhere to switch this prompt (dialog box) on? I have
searched everywhere but can't find anything. Outlook's online help isn't
providing any clues either.

Anyone knows what to do or what's happening?
