It is because the Outlook process was not terminated when I last shut down Outlook. The only way to overcome this, is to close Outlook, open up Task Manager and stop the process. The problem with this sometimes is that next time Outlook opens, the data file error message comes up and Outlook must check all the data files, this can take a couple of hours because of the size of my Outlook PST files.
