Outlook offline contacts

I need a way to access the contacts using Outlook offline.

Issues: I am on dial-up. Turning on offline folders may
cause severe delays as new messages are copied to my
computer when I am on-line.

This is Outlook, not Outlook Express. Please do not
provide an Outlook Express solution.

How many options are there?
Which is the best way?
Why?
