Outlook .oft template error when open via outlook

We have a template that opens into an email response with multiple drop down
boxes. It works fine on current workstations.
Problem:
Any new workstation it will opens correctly for a fraction of a second, then
goes to email, but without the template.

Outlook 2003
I have tried creating a template, and saving and have tried adding switches
to the outlook command startup. Did not help.

Show users how to open it with the Tools | Forms | Choose Form command.
