Outlook on Vista fails to send full message

Am running Outlook 2007 on Vista through a linksys WAG300N wireless router.
The tiscali account I am using receives all messages perfectly.

When sending, I get the error message:
"Sending reported error (0x800CCC13): 'Cannot connect to the network.
Verify your network conection or modem' "

The 'Sent' folder remains empty.

The recipient gets 2 copies of each mail with just the addressee, no
'Subject' and no body text.

Any ideas??

Are you scanning email with a virus scanner? Do you use Mcafee virus scan?
That is known to cause problems.

Thank you. No, not using Macafee. Have full Norton protection suite.

Is Norton scanning email? all email integration should be disabled.

Disabled Norton scanning email but still have problem.

Disabled Norton scanning email but still have problem.

In many cases, you need to completely uninstall the antivirus program and
reinstall it without the mail scanning feature in order to truly disable it.
