Outlook Only Opens Properly In Safe Mode?

If I do not open Outlook in safe mode I am not able to use any functions in
outlook, cannot create email, forward or reply. Outlook encounters a problem
and needs to close?
Error signature is the following;
AppName: outlook.exe AppVer: 12.0.6300.5000 AppStamp:4760725d
ModName: act9ext.dll ModVer: 1.0.0.0 ModStamp:44f357b3
fDebug: 0 Offset: 00009fdc

Can you help?

Looks like the crash is being caused by Act. Disable, uninstall or update it
or contact Act support.
