Outlook or Exchange - Broadcast e-mail filtered by location

We have Outlook 2000 and Exchange 2003 (moving to Outlook 2003 in June 2005).
We have a large number of Distribution lists set up in Exchange based on the
Functional Role of the individuals or teams. We need a way to send an e-mail
to everyone in that functional group with a secondary filter for their
location without replicating each functional group distribution list based on
location.

Does anyone have any ideas? Is this an Exchange question or a modification
to the Outlook e-mail form? Or does anyone know of any third-party tools?
