outlook.ost is in use and could not be accessed - Random message Outlook 2003

Every now and then I get the following error message
outlook.ost is in use and could not be accessed. Close any application that is using the file, and then try again

Hardware
Dell XPS laptop running XP, with Office 2003 fully patched.
Outlook is running in Cache mode and the .ost file is unicode format.
