Outlook Outbox Jammed

I have a user that sent a message with a grossly oversized attachment. We
use an external ISP that has a size-limitation on attachments. Thus, the
e-mail cannot be processed. The message cannot be deleted (error message
refers to the fact that it is in process of being sent). How can I get rid
of this message that has tangled up Outlook and is using inordinate CPU
cycles on her PC.

Click File and check Work Offline. Stop and restart Outlook. Delete the
message. Click File and uncheck Work Offline.
