Outlook Permissions Tab Missing

I am trying to create a public Contacts folder in
Outlook '03 in order to share contacts between computers
in my small (four person) office. However, the
instructions say to right click the folder and then click
properties, then the Permissions tab. I would do
that...if there were a permissions tab. Neither the main
office PC nor my co-worker's has this tab.

Can someone help?

Do you have an Exchange SErver? You can't share folders in Outlook 2003
without an Exchange Server. At least not natively. See here for options:
