Outlook Plug-ins issue

I'm currently have the environment with

Microsoft XP Service Pack 2
Microsoft Office 2003 Professional Enterprise Edition (without SP1)

My company have developed a plug-ins module for Microst Outlook. But
unfortunately the plug-ins only able to display for the user B,C but not User
A. According to my client information, once he delete the Profile User A, and
recreate the same user profile, he can see the plug-ins display.

Is that any issue with Outlook 2003 plug-ins without Service Pack 1?
