Outlook pop up message

All - Outlook 2000 SP3 - using dictation software then
using mapi to send it pops up a message saying "A program
is trying to automatically send e-mail on your behalf - Do
you want to allow this"? which is true and I can
understand why but can you disable this pop up message OR
is hard coded into SP3 - any advice appreciated
