Outlook Pop-up Reminders

I am a new user of Outlook Calendar, though a long-time user of Windows and
Outlook. What is the quickest and most efficient to set up recurring pop-up
reminders? And how can I insure that they will always "pop-up" on the
correct date? I am specificall trying to set up reminders for recurring
bills.
