Outlook...Preferences...Are they hidden??

The problem I 'm having is weird. I can receive mail but when I try to
send anything my machine locks up. I haven't installed or changed
anything so I can't see there being a conflict with anything. Are the
Preferences hidden because when I think I have deleted everything for
Outlook I reinstall and it has all the info for my account. Please
help!!!
