Outlook - preparing to install/Error 1402

On a home Dell PC running XP with three users, my daughter keeps
having trouble opening Outlook 2002. I've solved the problem a couple
of times with System Restore, but I'd like to solve it for good.

Trying to Open Outlook gets a "MS Office SP Small Business Edition --
preparing to install" message, followed by:

Error 1402 -- Setup cannot open the registry key
HKEY_CURRENT_USER\Software\Microsoft\Shared Tools\Proofing
Tools\Custom Dictionaries Verify that you have sufficient permissions
to access the registry or contact your computer manufacturer's product
support for assistance.

Clicking on OK gets you:

Cannot start MS Outlook. The program is not registered properly.
Please run setup again.

Outlook runs just fine for the other users. All three users have
administrator privileges.

Any clues would be greatly appreciated!!

Have you tried running Detect and Repair?
