Outlook PRF not loading?

I created a Outlook.prf (Office 2003) file using the CIW from the
ORKtools and I am trying to get it to work for new accounts on a PC.
From what I am seeing, it does not appear to be loading either through
the registry or when I use "outlook.exe /importprf c:\outlook.prf.
I have also recreated the PRF several times thinking maybe it was
corrupt, but nothing.

This is a test PC that I am using and I have given the users full
control of the file. When I start outlook, I get the "Preparing to
install dialog" and it will go through the normal install, which is
not what I want.

I can't believe that I had this working yesterday, but re-imaged the
PC to go through the setup process again, and now nothing works.
Arrggh!

Any help would be appreciated.

I was able to get it to start working again.

Does anyone know what settting in the prf controls the view
setting? I want the reading pane to be on the bottom, but somewhere in
the PRF it has it as being on the right.

ANy help would be appreciated.

The view setting is not associated with the mail profile. You can't set it with a PRF file, and there is no setting in Outlook that you can configure with other admin tools.
