Outlook Pro 2003 SP2 update legal issues

I recently received My Service Pack 2 update CD's, The paperwork that came
with it states " If you are using Microsoft Office Professional Edition 2003
or Microsoft Office Access 2003, installation of SP2 is required for legal
reasons." What are these reasons? Where can I find a copy of these?
