OUTLOOK PROBLEM-PLEASE HELP!!!

All of a sudden I am having a problem receiving my email in outlook express 6. I used internet explorer/msn dial up, windows xp. When mail arrives, it shows up in outlook but never downloads until I actually double click the mail icon (which as well, only shows half the envelope icon). Each mail eventually will download when I open it after it says that it's downloading from the server. As well, when new mail arrives to my hotmail, and I try expediting this by clicking on send/receive button in outlook, Outlook doesn't show any downloading and that window (send/receive) disappears and says, "no new messages." It's only later on and randomly that the message will go to outlook and again, never downloaded. Last evening I could not get into my hotmail accounts through internet explorer, spoke with a rep who then determined that my account had to be "regenerated" and it still did not work this morning. Again, on the phone with a rep who had to reset my password. Now I can get back in to hotmail but outlook is still not working

PLEASE.........SOMEBODY, CAN YOU HELP ME WITH SPECIFIC INSTRUCTIONS (which I'm good at following) to help me get back to working order

Also, I already tried redownloading explorer but the problem still remains........and I'm up to date with all hotfixes, etc

Now, and again, all of a sudden, my messages are not being downloaded to oe! MSN keeps telling me this is not their problem but I find it strange how, last evening I was not able to get into my hotmail accounts. Coincidence that I'm all of a sudden having problems with hotmail account and oe? HELP!
