Outlook Public Calendar - tracking responses

When I schedule a meeting in a public calendar with invites to attendees, it
comes back that "responses will not be tallied because meeting is not in my
main calendar folder". There are numerous people that will schedule meetings
in this calendar and I need for it to track responses. How can I get that
set up?

Public folders can't track responses. Only appointments in a mailbox's default Calendar folder can tally responses. See http://www.slipstick.com/calendar/skedresource.htm

How can I set up a conference room "resource" so that individuals can
schedule meetings with that resource, see its availability and when you open
an item it will track who has accepted? Does it need to go somewhere other
than Public Folders?

The article I suggested explains how to set up a resource calendar in a user's mailbox. Tracking takes place, however, only in the Calendar folder of the person who created the meeting.
