Outlook question - the bar

What causes the light blue bar on the far right of the tool bar? I get this
on e-mails I open. This would be a lot easier to explain if we could add
picture to this. It's a thin 1/8" wide light blue bar all the way to the
right side, the height of the toolbar plus the restore bar at the very top,
and slightly covers the "X" in the corner.
If I double-click the top bar to restore up/restore down (been doing that
since Windows 3.1), the bar disappears, and will stay gone on other e-mails I
open. Then when I shut down the Outlook and then restart it, it happens
again.
It’s a bit annoying since I’m used to just sliding the mouse to the far
right side and hitting the “X†to close the message (don’t usually have to
look at where the mouse is when I do this since I know how far to move the
mouse to get it there), but with that bar in the way the mouse pointer
doesn’t click on it. Our IT professionals haven't the slightest idea what
causes this, so that's why I'm asking the real professionals. This an option
or something that I have checked by accident or a registry setting that
somehow got set?
