Outlook - read receipt request

In the last version of Outlook, when you sent an email with a receipt request
you automatically received the receipt when the recipient opened the email.
Now, the recipient has the option as to if they wish to send the receipt or
not. It states, "XXXXX has requested a read receipt be sent when message has
been read. Do you want to send a receipt?"
Giving the person the option of send the receipt defeats the purpose of
sending one. I know you can set your own Outlook options to automatically
accept, but it can't be expected that everyone you send an email to take the
time to set their properties. Is there a way to revert back to the old
version of automatically receiving the receipt when the message is opened??

The administrator can force read receipt acceptance using group policies but
users can't force other users to send them back. In fact, not all mail
clients supports receipts and they can easily be faked (as either read when
not read or not read when read) and shouldn't be relied on.

Even with older versions of Outlook, if a recipient auto-previewed the email
and deleted it, it would send back a "deleted without being read" response.
The email had to actually be opened to be considered read.
