outlook refuse to connect to hotmail

Below is the error that comes up after I configure outlook or outlook express
to access my hotmail account.

Task 'Hotmail - Sending' reported error (0x80004005) : 'Outlook's request to
the server failed.
The server responded 'Access to Hotmail via Outlook and Outlook Express now
requires a subscription. Please sign up at http://upgrade.msn.com'. '

it means exactly what it says -you need a subscription to access hotmail
using the http protocols in outlook and outlook express.
