outlook regcognition of email

I have tried to send emails to hotmail.com and gmail.com and I get a
rejection as not on the authorized list of outlook. I am able to send to my
outlook email messages from those sites and they get through and I have no
problem with outlook express using the same email address. How do I get this
changed on outlook?
