outlook reinstalls itself when recieving mail

I have installed outlook 2003 in a computer with 2 users. For the
administrator outlook works perfect. For the other user outlook start to
install itself again when clicking on the shortkey or when ever recieving new
mail. What is wrong? Please help me

did you let the installer finish? There are a few things that it needs to
set up on a new account.
