Outlook remains open after closing - no password window when reope

I close out of Outlook. However, I somehow get a notification in the tray of
a new email, even though Outlook is supposedly closed. When I open outlook,
it opens up but does not prompt me for my password to my personal folders. I
can only eliminate the problem of Outlook staying open if I reboot the
computer. Any idea what's happening here and how I can fix it?

Often caused by an addin or a docked mobile device.

Went through the add-ins; problem wasn't there.

However, I discovered that if skype is open, the problem is present.

If I quit out of skype, the problem goes away.

Odd.

By default Skype also lists Outlook contacts. You can disable this in Skype.
