Outlook reminder Service

When I load Outlook 2003 in Vista, I receive a message that the Outlook
Reminder Service is unavailable, and I cannot access any folders.

I have already tried outlook.exe /cleanreminders and outlook.exe
/resetfolders which do allow me to access the folders, but do not permanently
fix the problem.

Any ideas?
