Outlook - request to save normal.dot after sending external email with attachment

I have one user who has particular issues with her normal.dot. The
main one is that after she has sent an external email which has an
attachment a message comes up on the screen requesting that she saves
her normal.dot. She needs to click cancel to this about a dozen times
before the message will go away. I read on another thread that
unchecking the save changes to normal.dot should be unchecked as a
possible solution to this but this was already unchecked on the user's
PC. Any ideas?
