Outlook requires Microsoft Outlook Express 4.01 or greater

I am getting the following error message when I run Outlook 2000 or run
active sync for my Navman PDA

"Outlook requires Microsoft Outlook Express 4.01 or greater. You can install
Outlook Express 5.0 by running IESetup.exe from the Internet Explorer folder
where you installed Outlook, or download it from the Internet Explorer site
on the Microsoft Web"

All the links on MS knowledge base seem to point to not running OE but I
have OE6 and IE7 installed and running??
I tried to load Outlook 2002 to see if that would cure it, but everything
got corrupted and I had to do a system resore and reload my address book.

I know it's an error that I can live with but it would be nice to find a
solution..
