Outlook RPC Error

I am getting this error when I try to launch Outlook:

"A system component, RPC, required by Outlook to connect
to the e-mail server is not configured properly. For more
information, contact your system administrator."

I checked and both RPC services (Remote Procedure Call
and Remote Procedure Call Locator) are running on my
machine.

Any thoughts?
