Outlook Rule for forwarding messages not working completely

I set up a rule for forwarding messages to a manager:

"Apply this rule after the message arrives
through the [specified] account
and with [specific words] in the subject
forward it to [persons or distribution list]
and move a copy to the [specified] folder"

When this rule runs, it will only place in the Outbox the first message that
it encounters but will move a copy of all applicable messages to the
specified folder.

Can anyone tell me configure this rule to forward all messages that meet the
criteria instead of just the first message?
