Outlook rules and distribution lists

I have users who create rules that say Apply rule after message arrives from
people or distribution list (and then they select a distribution list) and
delete it. The problem is that if mail arrives from a member of that
distribution list, it also is processed by the rule. This is not the desired
behavior. Is this expected?

Yes, it is.

A distribution list is a container of people, not just an address, and that
rule will look at every member of the DL.

Are the messages actually *from* the distribution list, or are they *to* it?
