Outlook rules should have "Do not display desktop alert message"

Outlook now has one universal option to turn on or turn off the "Desktop
alerts". Outlook rules have many custom options that can be selected based on
the email content. It should also include "Do not display desktop alert
message", so that we do not have to deal with the desktop alter message for
every know email.

That is already available but perhaps not that obvious;
-Disable the general setting to deisplay the alert
-create a rule to always show an alert
-set exceptions for when not to display it
