outlook rundll error

When I try to remove or configure a new outlook data file I get the following
error message

"An exceptin occurred while trying to run
"C:\WINDOWS\system32\shell32.dll,Control_RunDLL
"C:\PROGRA~1\COMMON~1\System\MSMAPI\1033\MLCFG32.CPL",@0"

How can I fix this problem, even my outlook express account is also affected
and I cannot receive or send any mails

PLEASE HELP
