Outlook Safe Mode

Greetings,

Environment:

Windows 2000 SP4 with Terminal Services
Citrix
Exchange 2003
Outlook 2002 SP3
Office XP SP3

Problem :

Since we installed Office XP SP3 on all 9 W2000 servers in the WTS farm
and the 2 Citrix servers we have experienced some users whose Outlook
fails to start. As a result the next time Outlook is started this is in
Safe Mode. There are no disabled items.
Each user has a Personal Folder on a file server.
The only way to resolve this is to detach the Personal Folder, close
and re-start Outlook then re-add the Personal Folder back in.
We thought it was mail format of HTML with word editor.
The only other fault we can find is the E-Mail Account > Settings >
More Settings > Connection Tab has the "Connect using Internet Explorer
or 3rd party dealer" button selected instead of the LAN button.

Does anyone know of any solutions / fixes ?
