outlook says it cannot send message but it actually is repeatedly

when I hit send, message is sent to outbox (not Sent folder), popup message
reads preparing to send/receive, which then times out and a send/receive
error message is generated. however, the message is actually being sent, then
is resent in next send/receive cycles until I delete it from the outbox

Did it work before? If so what have you changed or updated?

Disengage any AV integration and Firewall integration. Also, enable
