Outlook Security Template

I am trying to get the Outlook Security Template running in Office 2003 Pro. I have the Outlook Security Template installed and set for all users, but when I try to make a change to Level 1 or Level 2 I get the following error: "The access settings on this security setting cannot be saved, probably because of an invalid password. This setting is currently set as a default setting for all users. You should either delete the setting or save it again, and type the correct password." I am not asked for a password, I do I have one set up and I do not see where to create one, other than the one I have when I open Outlook. Also, when installing the Outlook Securiy Template the instructions said to close it with out saving it. I noticed, when I save it, it appears in the Outlook Security Settings Folder, but in either case, I am unable to change a level 1 and level 2 blocked extension. Help appreciated. Bill
