Outlook Security with VB applications

We are having a strange problem with the Outlook 2002 and
2003 security settings using Exchange 5.5. We have a VB
program that sends email using the mapi object. It will
also resolve addresses using Mapi. We have set up the
Outlook Security Settings in the public folder and are
using the security form included in the Office Resource
Kit. We have chosen the settings to automatically approve
all of the programmatic settings. Everything works fine
as long as the Profile we are using has the mail delivery
location set to Mailbox. However if we set it up to
deliver to personal folders, it starts popping up
the "Approve/Deny" window. Any ideas on what might be
causing this and what we can do to turn it off?

The security settings in the public folder are only available when
mail delivery is to a mailbox. Public folders aren't available when
delivery is to a PST file. If you are using Exchange you shouldn't
ever have delivery set to a PST file anyway, PST = BAD.
