Outlook Security Zone Settings

Greetings,
I'm trying to find a way of preventing users from changing the security zone
settings in Outlook. While the default is "Restricted Sites", the user can
change this to "Internet". Is there some way to disable this drop-down menu?
Any direction you can provide is appreciated.
