Outlook Security Zone Settings

Hi,
I'm trying to find a way to prevent users from modifying the security zone
setting in Outlook. It appears that users can change from Restricted Sites
to Internet whenver they wish. Is there a way to prevent interaction with
this drop-down menu? Any assistance you can provide is appreciated.
