Outlook send and receive progress pops up

We have a problem here that the send and receive progress
pops up and you have to close it for it to go away and
everytime it checks for email it pops up and doesnot go
away. The status on the bottom right hand corner is not
there any longer. We have the check in the box to not
display the progress but it still pops up.
