Are you running both the Norton firewall and Windows firewall? Disable one.
Make sure Outlook.exe is added to allow outgoing access.
Also, have you updated Norton recently? Check their website for any possible
issues.
Are you trying to connect to a server other than your ISP's?

Windows Firewall is disabled.
Outlook.exe is allowed access.
All update with Norton & Windows current.
I am only connect to my server.
Have not checked with Norton's for possible issues.
ISP is earthlink. Server outgoing set at 587.

I have disabled both Norton & Windows Firewall and still have same result.

Thanks for response. Any further suggestions?

You must enter the outgoing SMTP server name of your ISP meaning the
people you pay for internet service. For example let's say you have a
verizon.net account, but your internet service provider is now optimum
online or cablevision, you would have to enter incoming.verizon.net for
the incoming mail server and mail.optonline.net for the outgoing. The
outgoing mail server must and has to be your ISP's outgoing mail
server's name.
