Outlook Send Problem

OK Techies; this is a baffler!

Neither Netscape-7.1 nor Outlook-2000 send emails from my
desktop. I can receive from any email client but can't
send from the client. I can send form my ISP's Webserver,
but not from my desktop client. I'm using Verizon DSL.
Everything else (HW / SW) on the PC works fine; P-3 1
GHz. w/512 Mb. RAM - 80 Gb HD; running Win2k-Pro SP4.

It seems as though port 25 (SMTP) is blocked somehow. I
tried another DSL modem; no change.It's obviously not the
modem, or is it the email client-app (I've used several).
I've tried sending with and without the firewall & NAV
enabled. Everything points to port 25 not seemingly
working.

The email messages go into the sent folder (from the
outbox). Please, don't reply with any "level-1" user
questions; I have been chatting with incompetents from
Verizon's tech support for several hours. Even their level-
2 tech's didn't have a clue. I asked them to check the
outgoing server's logs to see if their was any
communications between my PC and the server, but they
declined to check this.

If anyone has any clue as to how to TS this problem, it
would be greatly appreciated. I probably can't run a
sniffer trace or Ethereal trace from my desktop into
Verizon's LAN where the outgoing server is connected, so
what other options do I have?

Some "personal firewall" toys screw with your email settings, which then
remain screwed up even if you stop the toy from running.

That's weird, considering that the messages apparently are not sent.

I assume you use the correct mail server domain name. The next step would be
making sure it resolves correctly.

What happens when you use netcat or telnet to interactively send a message?

This is probably not a Microsoft Outlook interoperability issue; follow-ups
set.

I started having what sounds like the same problem yesterday. I'll add what's
happening to me in case it rings a bell with any of the MVPs.

I have six pop3 mail accounts in Outlook 2003. This seems to be having in
just one of them...

I noticed that when I reply or forward from one of these accounts, the mail
hangs in the Outbox. This does not happen with other accounts. If I change
the sending account on the email and send the reply from another account, it
works.

There have been no setting changes on the account. It receives mail just
fine (and therefore authenticates with the server okay). Another account on
the same server works okay too, so it doesn't seem like it's a server issue
or even an antivirus issue (since all 5 other accounts work okay).
