Outlook send/recieve button on tool bar does not always function.

Outlook 2003 does not always allow me to use the send/recieve button along
with not permitting me access to the send/recieve options. Also, if the the
auto send/recieve feature is set to a timed send/recieve the feature
activates even when Outlook is closed. A manual re-start clears these
problems but only for a short time.

It is not possible for Outlook to perform a send/receive when it is not
running. If you think this is happening, then there's a good chance that
there is a copy of Outlook running that won't stop. You can use Task
Manager to find out and then discover why it's remaining open.
